About RAILWAY POLICE
_ A short write up on prevention of crime & security measures.
1. Prevention and detection of crime committed against passengers travelling by train and their properties and also maintenance of law and order in the railway premises are the direct responsibilities of the Railway Police working under the administrative control of Inspector General, Bangladesh Police.
2. The general duties of the staff and jurisdiction of railway police have been enumerated in the police Regulations Bengal 1943. The duties as are under:-
(a) Control of passenger traffic inside the station premises more particularly on the platforms, in the booking offices, waiting halls at the entrance and exit gates and wherever specially required on emergencies by the station officials;
(b) The control of vehicular and other traffic in the station compound;
(c) The maintenance of law and order at stations and in the standing passengers train, prevention of over crowding, etc;
(d) Watching loaded passenger trains when standing in stations;
(e) The arrest of those found committing nuisances of suffering from infectious diseases and keeping the station premises clear of idlers and beggars;
(f) The examination of all empty carriages on arrival at terminal station for property left behind by passengers and to see the carriage fittings have not been tampered with; and
(g) The removal of bodies and persons dying in the train and station premises and the conveyance to hospital of the sick passengers;
(h) Investigation into cognizable offences committed within railway limits and prevention of the same;
(i) The arrest of offenders in cognizable cases and detention of them in custody as well as persons arrested by Railway officers and made over to the Police, and their production before the Magistrate;
(j) The reporting of non-cognizable cases or infringement of bye-laws of the line to the proper authorities as also all instances of oppression or fraud on the part of railway sub-ordinates or others;
(k) The prosecution of cognizable cases, as well as non-cognizable cases under the Railways Act, 1890, on behalf of the management;
Apart from this the Railway Police shall render help to all departments of the Railway and to the public, when called upon to do so all possible assistance not inconsistent with their police duties.
Railway Police is part and parcel of Bangladesh Police and is under the administrative control of Inspector General, Bangladesh Police, The Railway Police is headed by Deputy Inspector General, Bangladesh Police, Railway Range with headquarters at Dhaka and under him there are two Railway districts headed by 2 officers of the rank of Superintendent of Police with their headquarters located at Chittagong and Saidpur respectively. The total manpower of the entire Railway Police is 1468 including 28 Ministrial staff. There are 24 Police Stations and 32 Out Posts in Railway Range of which 12 Police Stations and 16 Out Posts are under Chittagong Railway district and 12 Police Stations and 16 Out Posts are under Saidpur Railway district.
Bangladesh Railway has a total of 2,835.04 km route connecting 44 administrative district of the country. Total 235 passenger trains of different category runs and 54 freight trains runs daily. The responsibility of providing security of such vast area and establishment of Railway jurisdiction together with 454 Railway station, 3452 bridges and huge daily railway passengers safety depends upon the Railway police. At present railway police administration is divided into 2 Railway districts, viz., (i) Chittagong railway district and (ii) Saidpur railway district. With such small number of Railway Police personnel, it is extremely difficult to maintain law and order, provide safety and security to the passengers under the present socio-economic and financial conditions. For more effective control of vast Railway jurisdiction, some proposals have been submitted to the Government in order to create two more new railway district as per geographical position at Dhaka and Ishurdi (Dhaka Railway district and Ishurdi Railway district). The strength of manpower requires to be increased. The officer -in- charge of Railway Police stations located in railway jurisdiction are still in the rank of Sub-Inspector of police except Dhaka Railway Police Station and Khulna Railway Police Station. So except Dhaka Railway Police Station and Khulna Railway Police Station, the designation of the officer -in -charge of rest of the Railway Police Station should be upgraded by the rank of Inspector. The existing rank Inspector of Railway Police (IRP) may be abolished and ASP Zone may be titled as ASP Circle with proper adjustment of jurisdiction. Moreover, in order to meet the present demand and for better control of crime and maintenance of law and order, few more Police Stations and Outposts requires to be created immediately. The proposal of creation of new Police Station, Investigation Center, and Out post has already been sent to Police Headquarters.
P.R.B. Rule- 550 The jurisdiction of the Railway Police extends-
(a) overall open lines, i.e.lines open for the public carriage of passengers, animals or goods withtin the railway fencing, and, where there is no such fencing, up to 10 feet from the outer rail on either side; but not over any mill or colliery sidings other than those on railway land worked for the purpose of the Railway concerned.
(b) overall railway stations, goods sheds, station yards and building on railway land within the fencing or boundary of railway servants.
(c) overall ghats and ferries in the exclusive possession of the Railway.
Note- The District Police shall deal with the case of a crime occurring on land beneath the arch of a railway bridge or culvert, on a pathway which is used as a public thoroughfare. They shall also deal with a crime on such land even when not forming a public pathway or thoroughfare unless it is definitely shown, by being enced or otherwise, to be in the occupation of the railway.
